Barton Rovers Football Club Constitution
1. The club will be known as Barton Rovers Football Club.
2. The aim of the club will be to promote junior football
in Barton under Needwood and surrounding villages.
3. The officers of the club shall consist of:

Vice Chairman
Secretary
Treasurer
Development Officer
Club Welfare Officer
HSC Liaison Officer
Mini Football Representative
Youth Football Representative
4. The officers of the club shall collectively be the Management
Committee of the club. They will be elected at the clubs
Annual General Meeting.
5. The Committee will meet at least every six weeks or
more frequently as needed to progress the aims of the club.
6. The management committee may delegate to other individuals
or sub-committees of the club authority to progress the
club aims. Such powers being subject to prior approval of
the management committee.
7. The AGM shall be no later than 30th June each year on
a date fixed by the management committee.
8. Notice of all meetings, with a copy of the agenda, shall
be forwarded to all committee members seven days prior to
the meeting. In the case of the AGM, parents of players
or potential players will be given notice of the date of
the meeting.
9. No less than four committee members must be present
for a meeting to be quorate.
10. A committee member seconded by one or more members
with the prior agreement of the Chairman, or in his absence,
the Vice Chairman, may call an emergency meeting of the
club.
11. The club accounts will be audited and submitted to
the AGM each year. The Treasurer will report on the financial
position of the club at each meeting. The Treasurer, for
general expenditure by the club, may hold an imprest account
of up to £50. Should the club be disbanded, then any
monies in the club account will be equally distributed to
all parents of the registered players, once any club debts
have been settled. Where such debts remain it will be the
joint responsibility shared equally amongst the management
committee to settle these.
12. All club decisions will require a formal resolution
by the committee. A proposal for the resolution may be made
by any committee member and must be seconded by another
member through the chair. Counter proposals may be submitted.
All committee members will have one vote. Where more than
one proposal is made the Chairman will put them to the vote.
In the case of no resolution following votes being made,
the Chairman will exercise a casting vote so that the club
can reach a decision.
13. The management committee may co-opt such advisors as
it believes are necessary to the committee. Such advisors
will not have any voting rights.
14. Parents of players may raise any concerns with their
teams’ Parent Representative for the committee to
consider. If the committee decide first hand information
is needed, the parent and the player may be invited to give
this at the meeting.
15. All players shall be made aware of their Parent Representative
and of the Club Welfare Officer.
16. All players will be classed as registered with the
club on receipt of signed Registration Forms and if up to
date with their club subscription. The charges for club
subscription will be reviewed each year at the AGM. Subscriptions
are to be paid as and when notified by the committee.
17. Barton Rovers Football Club recognises the Holland
Sports Club’s policy to adopt East Staffs’ low-income
benefit scheme and will give a 50% discount to the subscription
fee on presentation of the scheme card.
18. All players, parents, managers, club supporters and
club officials shall be bound by the club Code of Conduct,
which will be taken as agreed on registration with the club.
They shall also abide by the Football Association Code of
Conduct. Normal player discipline is the responsibility
of the team managers. Where a serious breach of discipline
arises then the management representatives of that players’
team may bring it to the attention of the management committee.
If the committee decide that the breach of discipline is
sufficiently serious then those involved will be asked to
answer any allegations at the committee meeting either in
writing or in person. Where a player attends a committee
meeting then the child’s’ parents will also
be invited to attend.
19. Any player, parent, guardian, coach, manager etc. connected
with the club who, due to their actions, or non action,
cause the club to have a fine or fines imposed upon it,
shall be responsible for the payment of such fines in full.
Should any fines remain unpaid, then the committee shall
consider the suspension of any persons from the club for
a period of time, or permanent exclusion as necessary, until
the matter has been resolved to the satisfaction of the
committee.
20. Barton Rovers Football Club has adopted and will enforce
a Football League requirement that anyone wishing to take
photographs or film any matches must seek permission from
both teams and if the pictures are to be published then
written permission must be granted by the parents of the
children involved.
21. The wearing of bladed sole football boots is discouraged
by the club.
22. The club is affiliated to the Birmingham County FA
23. The club shall obtain public liability insurance either
through HSC or independently.
